“Teen arrested at scene of SC mass shooting was out on bond for previous gun charges

Police in Richland County, South Carolina have made at least two arrests in connection with a shooting at a local park on Saturday night where several hundred teens and young adults had gathered for a “flash party” promoted on social media, and authorities say at least one of the two teens taken into custody was already well known to local authorities.

Richland County Sheriff Leon Lott excoriated the state’s bond system in response to the shooting, noting that the two men who’ve been arrested have already been able to bond out, despite the fact that one of them has been arrested on multiple occasions this year for illegal gun possession.

Lott said the two teenagers who were arrested after the shooting — 19-year-old Miquise Fulwiley and 18-year-old Ty’Quan Kelly — are already back out on the streets after making bond. Lott added this was Kelly’s third time in less than a month being out on bond in connection to a gun offense.

Kelly was arrested on March 1st and again on April 16th for illegally possessing a firearm, but despite those charges as well as his current charge of illegal possession of a pistol he was once again allowed to bond out over the weekend after he was given a $10,000 surety bond. Fulwiley was also given a $10,000 bond and has since been released from jail; a fact that has the sheriff livid.

“We’re still in the middle of an investigation and our bond court magistrate gives him a personal recognizance bond and just lets him go.” said the sheriff.

Kelly was already out on a $50,000 bond on an unlawful carry charge from March. He was given a $10,000 bond following the shooting on Saturday.

“Why would someone who’s already out on a $50,000 and another $250 bond get one even lower at $10,000?” Lott asked. “It’s hard to follow the logic with that.”

Lott went on to say Fulwiley and Kelly are both an example of how catch and release puts the entire community at risk.

He also called the suspects who were released a “major crack in our justice system,” but said anyone else involved will be caught.

Several other arrests are coming, according to Lott, but he would not go into detail about that part of the investigation.”

“What followed was a chaotic scene, with officers retreating and opening fire” Farmington Police Chief Steve Hebbe explained in a video posted to the department’s Facebook page. That this is the default reaction on seeing a citizen in his own home holding a gun should be a concern to all, and at this writing, videos are being withheld pending officer statements. Until that happens, the public will not see how Dotson was holding the gun and if he made any attempt to open fire once he saw who was outside his door.

That Dotson’s wife opened fire and received return fire, only stopping and complying after certain she was in fact engaging with police, strongly suggests they had no idea what was going on and the police call was made to the residence where the initial call originated, not to the home of the man they just killed.

That leaves open the question of how police got the address wrong in the first place. What checklist procedures are in place to preclude an armed response and the assumptions that go with one until a positive identification has been established? Were those procedures followed? It also makes it imperative that the investigation be open and complete, especially in light of a prevalence of “wrong house raids,” resulting in headlines like:

What’s more, the ATF showed up in a cattle trailer protected by a tarp, wearing no body armor. They were not dressed for an armed confrontation with apocalyptic religious extremists.

A ceasefire was negotiated by local authorities. The sheriff claims that the ATF only withdrew once they were out of ammunition. What this means is that if the Branch Davidians were the dangerous extremists they were portrayed as, they could have easily shot down every ATF agent either then or when they went out to recover their dead. They did not; the Davidians honored the ceasefire.”

If enough, even a quarter of the workers, recognize that they are being suckered into imprisoning themselves by taking the CBDC and they rebel, refuse to accept it, you get past that initial response, that initial repudiation and the powers that be seek to find another way; they look to accommodate you and those like you. But if you give in this one time, right here, you are done. You will never exert the power of the individual again, not as a union, not as a political party, not as a professional. You will condemn yourself to a slave from that moment on.”
