Ultimately, prosecutors agreed to return all the money to Guerrero — but only if he signed an agreement that he would not sue the police or prosecutors. He signed and received his $13,630 in 2008, three years after his money had been seized. The Post found that more than 1,000 people have signed such agreements to get all or part of their money back.”
