Because the NSA has not come forward, it points to the probability of a leak, rather than a hack, that led to the WikiLeaks leaks. The leaks could have come from a DNC insider, or from an intelligence agency or the FBI, but it couldn’t have come from Russia. From VIPS at consortiumnews.com:
