Legislation Proposes $60 Million for Anti-Gun Research

On Monday, NRA F-rated Sen. Edward Markey (D-Mass.) and Rep. Carolyn Maloney (D-N.Y.) introduced legislation to authorize the Centers for Disease Control and Prevention (CDC) to give $60 million of the taxpayers’ money to anti-gun activists over the next six years, to conduct “research” promoting gun control. The two longtime anti-gun legislators say that their bill is necessary for two reasons, both of which are hokum:

First, they say, Congress in 1996 “almost halted entirely” all funding of gun control research, the operative word being “almost.” In 1996, Congress did stop the CDC from funneling millions of the taxpayers’ dollars to anti-gunners to conduct “research”–pitiful by academic standards–designed from the get-go to promote a political agenda against a constitutionally-protected right.

However, it didn’t shut off the spigot through which millions of dollars flow to the same anti-gunners from leftwing philanthropic foundations. For example, the Joyce Foundation alone has given several million dollars to a variety of anti-gun groups and individuals every year since 1996.

Second, Markey and Maloney say, anti-gun research is necessary to stop the “gun violence . . . epidemic,” which Maloney implies is increasing. Words have meaning, however. An epidemic is a sudden and severe outbreak of an infectious disease throughout a community, and “gun violence” isn’t a disease, it’s not widespread, it doesn’t affect all segments of the population equally, and it’s been decreasing, not increasing.

Only three-one-thousandths of one percent of the U.S. population are the victims of firearm-related murders annually. Victimization rates vary widely according to a person’s sex, age, race, economic status, area of residence, and criminal record. And, over the last 20 years–coinciding with a huge increase in the numbers of Right-to-Carry states, gun owners and guns owned–the firearm murder rate has been cut in half, even though virtually none of the gun control restrictions advocated by anti-gun researchers has been implemented.

Oregon: Radical Anti-Gun Bills on the Move in Salem

On Tuesday, April 14th, Senate Bill 941, which seeks to expand background checks to private transfers, is scheduled for a vote by the Senate.  Please continue contacting your state Senator and strongly urging him or her to OPPOSE SB 941.

As previously reported, SB 941 would require individuals to appear before a gun dealer to request a criminal background check prior to privately transferring a firearm. Transfers include, but are not limited to, sales, gifts, loans and leases. Failure to comply with this mandate could result in stiff penalties and possible loss of an individual’s right to keep and bear arms.

On Thursday, April 16th, the Senate Judiciary Committee will be holding a hearing and possible work session on Senate Bill 945.  Introduced by state Senator Elizabeth Steiner Hayward (D-17), SB 945 creates the crime of endangering a minor by allowing access to a firearm. This bill would essentially require a person to lock-up or render their firearms inoperable.  Failure to do so could result in stiff penalties, including a five year prohibition on firearm possession.

On Friday, April 17, both Senate Bill 525 and Senate Bill 913 are scheduled for a work session and a committee vote.

As previously reported, SB 525, introduced by state Senator Laurie Monnes Anderson (D-25), would expand the list of those prohibited from owning firearms.  NRA does not support any expansion of the prohibited persons categories as defined by federal law.

Under SB 913, the ivory regulation bill, the sale, offering for sale, possession with intent to sell or importation for purchase or sale of any ivory or ivory product would be prohibited.  Virtually any lawful item containing any amount of ivory, with very limited and narrow exceptions, would be rendered valueless as it would be an offense for you to sell it or for another person to buy it.

Please contact members of the Senate Judiciary Committee TODAY and politely urge them to OPPOSE SB 945, SB 525 and SB 913.

Congressional Democrats plan to introduce national gun buyback legislation for “assault weapons.”

The measure is titled, “Support Assault Firearm Elimination and Education of our (SAFER) Streets Act.” It will be put forward by Representative Rosa DeLauro (D-CT).

According to The Hill, the measure will differ from local gun buybacks in that those turning in weapons will receive a tax break rather than cash.

DeLauro explained: “Assault weapons are not about hunting, or even self-defense. There is no reason on earth, other than to kill as many people as possible in as short a time as possible, that anyone needs a gun designed for the battlefield.”

DeLauro did not note that M4 carbines–the AR-15 variant that is actually designed for the battlefield–operates in full auto or in three-round automatic bursts. The AR-15s sold to civilians are simply semi-automatic rifles that are difficult to shoot accurately if fired rapidly.

This is a mistake Democrats have made again and again since Adam Lanza’s attack on Sandy Hook Elementary. They fail to understand that the reason he was able to kill so many people was not because he stole and possessed an AR-15, but because his targets were unarmed. He chose to attack in a gun free zone for a reason.

But DeLauro and other Democrats are stuck in rut when it comes to trying to get rid of the AR-15, so they plan to offer “up to $2,000 in tax breaks” for those who turn them in.

She will be introducing the bill in conjunction with National Public Health Week.

Co-sponsors for DeLauro’s bill include “Reps. Betty McCollum (D-Minn.), Raul Grijalva (D-Ariz.), Elijah Cummings (D-Md.), Keith Ellison (D-Minn.), Eric Swalwell (D-Calif.), and David Cicilline (D-R.I.).”

Sensenbrenner Bill Would Abolish ATF Over Bullet Ban

A House Republican is introducing legislation to abolish the beleaguered Bureau of Alcohol, Tobacco, Firearms and Explosives amid a contentious debate over the agency’s proposed ban on a bullet used in AR-15 rifles.

Wisconsin Rep. Jim Sensenbrenner, a senior Republican on the House Judiciary Committee, said the policies under ATF’s jurisdiction could be easily incorporated into other agencies, The Hill reports.

And, he adds, the agency has been caught up in too many controversies in recent years, including the botched “Fast and Furious” gun-tracking operation.

“The ATF is a scandal-ridden, largely duplicative agency that lacks a clear mission,” the lawmaker said, according to The Hill. “Its ‘Framework’ is an affront to the Second Amendment and yet another reason why Congress should pass the ATF Elimination Act.”

The agency has come under fire recently for its proposed ban on some types of 5.56 mm rounds used in widely available and popular AR-15-style rifles because the bullets can also be used in some new types of handguns.

Republicans also have complained \hunters frequently use the bullets, The Hill notes.

But the bureau says it initiated the regulation to help protect law enforcement officers from bullets that can pierce armored vests – a contention that has been shot down by the leader of the Fraternal Order of Police.

Sensenbrenner’s bill would transfer the ATF’s functions related to guns, explosives and violent crime to the FBI; responsibilities regarding alcohol and tobacco laws would fall under the Drug Enforcement Administration’s jurisdiction, The Hill reports.

The ATF director would have 180 days, or about six months, to submit a plan to Congress on how to wind down the agency.

Michigan Rep. John Conyers, the top Democrat on the House Judiciary Committee, previously introduced a bill in 1993 to turn over the ATF’s duties to other parts of the Justice Department.

Meanwhile, 239 members of the House have now signed a letter opposing the bullet ban, Fox News reports.

“This attack on the Second Amendment is wrong and should be overturned,” Virginia Republican Rep. Bob Goodlatte, who started the petition, told Fox News. “A clear, sizable majority of the House agree.”

New gun legislation would push back against a controversial policy from the Obama administration effectively banning armor-piercing ammunition.

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) proposed last week to prohibit gun companies from manufacturing and selling 5.56mm projectiles for M855 cartridges that provide ammunition for AR-15 rifles.

But the move is causing an uproar among Republicans, who suggest it would trample on hunters’ Second Amendment rights.

The Protecting Second Amendment Rights Act, introduced Friday by Rep. Tom Rooney (R-Fla.), would roll back the ATF’s power to regulate ammunition.

“The Obama administration’s proposal would unilaterally strip law-abiding hunters and sportsmen of their Second Amendment rights,” Rooney said in a statement. “Congress has made its intentions clear that this ammunition is for sporting purposes and should not be restricted. We cannot and we will not stand by while the Obama administration tramples on the Constitution, the rule of law, and the Second Amendment rights of hunters.”

AR-15 rifles are popular with some hunters, but they provide a big cause for concern for law enforcement officials because they can fire bullets to penetrate bullet-proof vests.

To date, the ammunition for AR-15s has been exempt from the Law Enforcement Officers Act, but the ATF’s draft framework would change that.

“No final determinations have been made and we won’t make any determinations until we’ve reviewed the comments submitted by industry, law enforcement and the public at large,” ATF spokesman Corey Ray told The Hill last week.

But Republicans are looking to pre-empt the ammunition restrictions. The Protecting Second Amendment Rights Act would “would prohibit the ATF or any other federal agency from issuing or enforcing any new restriction or prohibition on the manufacture, importation or sale of ammunition in the United States.”
